INNOVATIVE CULTURAL POLICIES AND CULTURAL MANAGEMENT IN COUNTRIES IN TRANSITION

The mission and sense of the course is to give information about and insight into current methods and research in the fields of cultural policy and management – and to present innovations and solutions within art management practices. Presenting crucial issues in the forms of debates and employing the methodology and approach of cultural studies (cultural policies, cultural management etc.) the course aims to stimulate academic circles to enter into this new discipline from different standpoints: political, sociological and economic. That should contribute to the development of higher education in the social sciences and humanities in the fields which are dominated by conservative and traditional approaches.

OBJECTIVES OF THE COURSE
- to stimulate public debate about and raise awareness of the importance of art and culture in the development of the countries in the region
- to answer the crucial need to educate professionals in the new disciplines and new work methods (marketing managers, art entrepreneurs etc.)
- to build a network of faculties and professionals in the region, increase interaction (mutual projects and other forms of co-operation)
- to reinforce the position of art management and administration education in the region, and contribute toward modernisation and innovation of classical academic disciplines and departments such as Political Sciences,  Sociology of Culture, Economics and Management, Law, Librarianship etc.
- to reinforce the position of art management education in art schools, where a broader overview of cultural policy and cultural theory is often lacking
- to help define the role of cultural managers as policy makers, administrators, programmers, entrepreneurs, marketing managers, mediators and animators, and the extent university courses can contribute to it

THE CONTENT OF THE COURSE
The course will explore cultural policy issues  both from the theoretical and  practical side (concepts of cultural policy, its mission and sense within contemporary society, strategies, instruments, planning mechanisms). The cultural policies in the countries in transition are currently facing two antagonistic demands/needs: to return to national cultural values (emphasising national cultural identity) and to fight isolation and join up  Europe (and/or the world market for contemporary arts etc.…). It is a conflict between the local and the global view, between tradition and innovation.
Several aspects of this issue will be taken in consideration:
 ideological – postcommunism, nationalism, interculturalism and the development of civil society;
 political – culture as low priority value within social movements and concepts of change;
 social – job creation, fight against exclusion, instrumentalization of the arts;
 strategic – culture as the heart of development policy;
 creative – stimulation of artistic development and cultural creativity;
 institutional – institutional transition, new institutions, institutional "fatigue";
 economic – subsidies, buying power, pricing, cost-effectiveness…;
 fiscal – taxing, tax benefits,  sponsorship stimulation;
 legislative – laws vs reality, relation of laws of culture to other laws;
 media – culture and media; culture and cultural industries…;

THIS COURSE IS FOR
- policy makers / public cultural administrators on state, regional and city level
- senior managers of cultural institutions, festivals or associations and movements
- young researchers and academics in universities and institutes in the fields of  Cultural Studies  (Sociology of Culture), Political Sciences (Cultural Policy),  Media Theory and Communication,  and Cultural/Art Management
