QUALITY CONTROL: BENCHMARKING FOR YOUR UNIVERSITY

Date: 27- 29 August, 2010

In Co-operation with the European Centre for the Strategic Management of Universities (ESMU), Belgium.

Benchmarking is a powerful instrument to identify good practices and set targets for improved performance in higher education institutions. This workshop consists of two parts: a one day special workshop with ESMU to discuss the findings of their two year project to create benchmarks for the EU higher education sector; and two days on the creation and use of benchmarks generally in curricula reform utilizing CEU case studies and participant experience.

The European Benchmarking Initiative II (EBI-II), a two-year EU-funded project, has launched benchmarking groups in four key areas of the EU’s modernisation agenda: governance, university-enterprise cooperation, curricular reform and continuing professional development (CPD) as a component of lifelong learning.

Based on the findings of the EBI-II project, the ESMU introductory day provides concrete advice on how to carry out benchmarking exercises in higher education institutions. With short introductory presentations, concrete examples, and working group sessions, the EBI-II workshop focuses on selecting appropriate indicators for data-gathering, setting targets for improvement, and designing institutional action plans. It provides participants with practical tools to start benchmarking exercises, alerting them of critical success factors and pitfalls. The focus will be on curriculum reforms in the context of the Bologna Process and on university-enterprise cooperation. The second part of the workshop will take this knowledge, and widen and deepen it within the context of Europe, the European neighbourhood and ‘best practice’ in Teaching and Learning.

WORKSHOP ON HIGHER EDUCATION POLICY IN A GLOBAL WORLD

Date: 16-19 February 2011

Europe and the U.S. are in an intense competition for international students with the European Union now proudly announcing that is has more Chinese students than the United States. This workshop will explore the present higher education market and the policies that shape it as they are being developed and implemented across nation states and within regions -although the nature and reality of implementation vary widely. These policies almost always derive from a rhetoric of globalization (often referred to as the imperatives of the “knowledge economy”) that is influencing the very nature of higher education competition: it seems as if everyone wants to be the most competitive, including developing ranking systems and quality assessment measures so that institutions can be in the top 10, 20 or 100, in order to attract more and better students.

Policies to be discussed during workshop include financing, and communication, new governance and managerial structures, development of student services, quality assurance measures, existing relationships between research, teaching, and learning, 'borderless' higher education, and changing labor market needs through life-long learning and alternative post-secondary school institutions.  A special focus will be placed on branding and communication as well as on topics indicated by the participants as of interest (prior to the workshop).

The workshop will provide participants with an understanding of how public policies are evolving in higher education across international boundaries and within individual nation states. The knowledge should enhance each participant’s analytic skills with regard to a broad range of policy developments and to apply them to concrete higher education issues.

MANAGEMENT OF RESEARCH IN HIGHER EDUCATION

Date: 23-26 March, 2011

The pursuit of research alongside teaching and public service is one of the central characteristics of most universities throughout the world. In recent years, research activity has been subject to much scrutiny by governments and funding bodies; on the one hand, research can play a crucial role in local, regional and national economic development, but on the other hand, a new emphasis has emerged on relevance and value for money. This workshop will address many of the key issues facing universities today in the management of research.

Topics to be covered will include: An introduction to research in higher education (history, context, current issues and trends); International systems of research funding and support; developing a research strategy; management of research: policy and practice; evaluation of research; ethics and research governance.

ENHANCING TEACHING AND LEARNING AND FACULTY DEVELOPMENT AT UNIVERSITIES IN EUROPE

 Date: 6-9 June 2011

European universities have been undergoing profound change in degree architecture, quality control, funding and management practice. But only some countries and institutions have attempted to systematically develop new policy tools and contemporary professional development programs in the area of teaching and learning. Many professors and their managers struggle to effect change in their own classroom and department or to make high quality teaching a demonstrable practice for the institution.

This management workshop will allow practitioners and managers at universities to become aware of best practice and policy developments in enhancing teaching and learning and faculty development in specific institutions. This workshop combines the expertise of two very different institutional settings (an innovative international social science and humanities graduate school in Central Europe with a wide outreach capacity and a successful large faculty of engineering in Sweden’s oldest university) to discuss two complementary case studies of leadership in teaching and learning, set in the broader European context and global trends in this area of higher education development. The participants will gain insight into the strategic and developmental aspects of policy formulation or agenda setting in teaching and learning, institutional and programmatic components, the scaffolding of support and reward structures for individuals and departments, and underlying principles of good practice in this area of university management. As a result, the participants of this workshop will leave well informed about global trends and ready to strategise and apply concrete approaches in their own institutional contexts.
