1. Are the topics the same every year? Who decides about the topics?
No, the topics of the CDC are different each year.
There is an Academic Advisory Board - consisting of representatives of Higher Education Support Program, (our funders), CEU and the CRC office - that meets annually to decide about the topics.

2. When is the new call for proposal announced?
Starting from the year 2003, we plan to announce our call for proposals each year in October or November, the latest.

3. When is the deadline for applications?
For the 2004-2005 competition the deadline for applications is 31 January 2004, and in years to come we intend to keep the end of January or early February as application deadline.

4. Am I eligible to apply?
Application is restricted to resident citizens of Eastern- and Southeastern Europe, the Former Soviet Union and Mongolia who are teaching or intending to teach at a university in any country of this region. Citizens of EU accession countries (Czech Republic, Hungary, Poland, Slovakia, Slovenia, Estonia, Latvia and Lithuania) are eligible only if they participate in group projects with colleagues from non-accession countries (we strongly encourage such collaborative proposals) AND/OR they propose courses developed in any of the discipline areas described below that have a significant component dedicated to the situation of Roma populations.
Previous CDC grantees are not eligible for 5 years following their grant year. Previous CRC participants can apply for a CDC grant. Current Civic Education Project fellows may not apply. Those who benefit presently from another alternative Soros grant should contact the CRC office to discuss their eligibility.

5. How can I find out about the new call?
An announcement with the new call for proposals is sent out by e-mail to all the former applicants of CRC sessions, earlier CDC grants, or CEU Summer University programs.

6. How good should my English be?
Even though courses developed in the framework of the CDC will be taught by participants of the program in their local language, a good level of English knowledge is required to be able to take active part in trainings and workshops offered as part of the grant, and to correspond with the CRC office throughout the grant period.
In case of a group project therefore, it is sufficient if the group leader representing the group has a good command of English.

You may apply with more than one course, in the same topic area or in different ones. Please fill out and send to us a full application package with each application, even if they have common attachments.

Yes, you may apply with the same course in more than one topic area, if you feel that your proposal fits into the description of more than one topic area.

Yes, please send a new application package even if it has not significantly changed since your previous application.

11. What does the CDC grant cover?
- Each CDC grantee will receive a monthly stipend, the amount of which depends on the country where the course development and teaching will be carried out, for the period of ten months. The amount of the stipend is not negotiable.
- An allowance for legitimate course development expenses (book purchases, reader production, teaching materials, photocopying, slides, etc.).We strongly encourage our grantees to produce readers for their courses (collection of articles, papers, chapters, charts, etc. that represent readings and other materials for the course). We will not fund the production of printed textbooks.
- By negotiation with the CRC, an allowance for justified travel to a library outside the home city for the development of course materials etc. The CRC will not, however, cover the costs of study or conference participation in countries outside the region.
- An allowance for additional, justified travel costs and administrative expenses in the case of group grants.
Please note that the CDC grant cannot fund the purchase of any equipment (computers, scanners, printers, etc.)

12. Do I automatically receive the amounts I request in the budget request form?
No. There is an individual negotiation with each accepted CDC grantee (or group leader), where a representative of the CRC office discusses the proposed budget with the grantee item by item.

13. So, how should I put my budget together? How will it change during the negotiation?
The purpose of the budget negotiations is to agree on an amount of money in each budget category that realistically satisfies the needs of preparing and teaching the new course.
Books:
We usually do not recommend buying many copies of the same book. The purchased books can be in any language that is used in the course. You should submit a preliminary itemized list with approximate average price for one book. Please also specify the ways of ordering/buying the books - in what currency, in local shops or through internet (do you have a credit card for that?), and whether they are any additional costs involved (shipment, tax, etc.). Let us also know whether the books will be used only to prepare the course materials and the reader, or they will be used by the students during teaching.
Photocopying:
Please describe the type of material that needs to be photocopied (handouts, newspaper articles, course outlines, etc.) indicate the approximate number of pages and the cost per page, and where will you make the photocopies (at your department, in the library, at some archives, outside your university, etc.)
Readers:
We strongly encourage our grantees to produce some readers for their courses (articles, papers, chapters, charts, etc, put together and bound with spiral or some other method, which represent readings and other materials for the course). Please indicate how many copies you would produce, with how many pages each. What would be the ratio of readers/students? We recommend that in case of large group of students the reader to be shared by a certain number of students (depending on the character of the course and the materials included in the reader), and in addition, to have some copies of the readers available in the library.
We do not recommend you to produce large amounts of printed textbooks, as those are much more expensive to produce, require much more energy to write, and cannot be as easily updated as the readers. We also suggest that the readers you produce should satisfy the needs of your students and of your department, and not to target the whole academic community of your city/country. By this we would like to avoid interference in the "free academic market."
Travel:
Through our grant we cannot fund travels to western countries. Justified travel can be approved only within the region - mainly to a major university, archive, etc. During travel, participants should not count on an extra per-diem, as they should cover their living costs from the monthly stipend, which they receive from us. Accommodation should be arranged in hotels with reasonable prices, and only official receipts will be accepted as financial documents.
The CDC grant will not cover travel costs for participating in conferences or workshops, neither for inviting Western guest lecturers to give lectures at grantee's host university.
Other teaching materials:
If your course requires any specific materials in addition to books, readers, and photocopies, please indicate the reason.

14. May I apply after the application deadline has expired?
We cannot accept applications after the deadline has expired. Exceptions can only be made with certain attachments, especially with recommendation and endorsement letters arriving by mail.

15. If I am a former CDC grantee, when could I apply again? What are my chances to be accepted?
Former CDC grantees are not eligible to apply for the grant for a period of five years. If, after that period, they apply with a course that is fundamentally different from the one previously supported, their application will be considered, however, it will still not be given priority over first-time applicants.

16. What is the selection procedure? Who does the selection?
A committee of experts is set up each year, comprising of CEU and outside professors, in each topic area. The committee's decision needs to be approved by the Academic Advisory Board.
