Participants: middle-level officers of the municipal utilities like

  • Vodokanal (water-supplying and sewage water treating utility)
  • Rostovenergo (electric energy supplying utility)
  • Rostovpassagiertrans (public transportation utility)
  • Housing Enterprise (utility responsible for housing areas and among others for solid wastes gathering and treatment)

The aims of the course

  1. to give municipals officers a deeper understanding of the environmental aspects connected with their utility’s activity;
  2. to provide an understanding of the environmental issues connected with the activity of their counterparts from other utilities;
  3. to develop an understanding of the necessity of the explanative work with the population to promote water- and energy saving measures;
  4. to provide necessary assistance in developing environmental conciseness raising activities and incentives;
  5. to stimulate co-operation between utilities.

The whole training of the municipal officers has the aim to introduce new up-to-date approaches to the activity of municipal utilities, including technical, economic and environmental aspects. The course "Environmental Aspects of Municipal Utilities’ Activity" covers environmental issues and resource saving possibilities.

Methods

The course is held in form of lectures, reports of participants on case studies, discussions.

As a final examination participants are supposed to submit a short thesis with their own proposals of low cost measures on solving existing environmental problems in their utility.

Syllabus outline

Lecture 1. Introduction

The specifics of urban environment. Current environmental problems. Ecological footprint. Environmental impact of the municipal utilities activity. The procedure of OVOS (EIA), legal requirements, environmental standards.

Home task for the employees of the water-supplying utility: to prepare a short report about methods used by their utility for drinking water treatment and local drinking water quality.

Lecture 2. Drinking water supply.

Methods of drinking water treatment.

Quality of drinking water in urban areas.

Report of the participants about locally used drinking water treatment and quality of local drinking water.

Short discussion about possible methods of improving drinking water quality for population. Drinking water saving measures.

Home task for employees of sewage water treatment utility: to prepare a report about locally used wastewater treatment measure and existing problems. Prepare a case study about the construction of the new water-treating facilities including EIA Statement.

Lecture 3. Waste water treatment.

Existing methods of waste water treatment.

Report of the participants about locally used waste water treatment methods.

Discussion about problems of waste water treatment in recreational areas.

Case Study – Construction of the new wastewater treating facilities on the bank of the Don, EIA (OVOS) of the project.

Wetlands and possibility of their usage in recreational areas.

Home task for the employees of energy supplying utility: to prepare a report about energy generating capacity in Rostov region and existing problems.

Lecture 4. Introduction to energy.

Existing energy sources (fossil fuels, water energy, nuclear energy, wind energy)

Renewable and not-renewable sources of energy.

Electric energy generations and environment pollution.

Report of the participants about power stations in Rostov region.

Discussion about local environmental problems connected with power generation.

Home task for the employees of the energy supplying utility: to prepare a report about energy supply of industry and population (heat and power supply, demand and supply, tariffs).

Lecture 5. Power supply of industry and population. Energy saving methods.

Report of the participants about local power supply.

Existing methods of energy demand forecast.

Energy saving methods (efficient lightning, heating, electric equipment). Examples of calculations of energy saving costs.

Energy tariffs and investments in generating capacity.

Discussion about development of incentives for energy saving measures for population.

Home task for the employees of the energy supplying utility: to prepare a report about the construction of Rostov Nuclear Power Plant, EIA of the project.

Lecture 6. Nuclear power and nuclear waste procession.

Nuclear power (nuclear fuel, MOX fuel, nuclear reactor, procession of waste nuclear fuel)

Nuclear power stations in different countries of the world.

Report of the participants about the construction of Rostov nuclear power plant. 2 different OVOS Statements of the projects – the one of Minatom, and another one of the scientists of the Rostov State University.

Discussion about environmental problems connected with RNPP.

Home task for the employees of Housing Enterprise: to prepare a report about locally used methods and problems of waste disposal. Case study "Why the rubbish burning factory was not built in the city".

Lecture 7. Solid wastes disposal.

Solids wastes in urban areas (industrial and domestic, toxic and non-toxic wastes, gathering)

Methods of disposal of solid wastes and environmental pollution.

Report of the participants about local situation with solid wastes.

Case study – "Why the rubbish burning factory was not built in the city".

Discussion about possible improvements in solid waste disposal.

Home task for the employees of the public transportation utility about methods of organisation of public transportation, difficulties and problems.

Lecture 8. Public transportation and environmental pollution and public health.

Report of the participants about organisation of public transportation in the city, difficulties and problems.

Public transportation and environmental pollution (air pollution, soil pollution, water pollution).

Public transportation and public health (safety of transportation, regularity if transport schedules etc), kinds of public transportation (bus, trolley-bus, tram), their advantages and disadvantages.

Discussion about environmental problems of public transportation. Incentives to the population to use public transportation in the city.

Home task for all the participants to prepare written thesis about low cost measures of solving environmental problems in their utilities and involving the population in these measures.

Lecture 9. Conclusion.

Discussion of the participants’ proposals of environmental protecting measures on their working places and policy of working with the population.
