   Course Title    Environmental Impact Assessment and Environmental Expertise in Kazakhstan

Course aims:

The proposed course is concentrated on the study of the organizational, procedural, institutional and legal structure of Environmental Expertise (EE) and Environmental Impact Assessment (EIA) systems in Kazakhstan.

Course concept:

Conceptual basis of the course are the principles of complex and comparative approach.

Course content:

Theme 1:

    Legal basis for EIA and Environmental Expertise in Kazakhstan. Structure of the Kazakhstan's legislation in the area of environmental expertise, content of the main laws (or their chapters). Law "On environmental expertise in the Republic of Kazakhstan", law "On environmental protection", Instruction on OVOS for proposed activities in Kazakhstan, Instruction on Execution of State Environmental Expertise of pre-project and project documentation. System of methodological documentation on EE and EIA, current situation and tendency for the development. State standards, orders, lists and classifications.

Theme 2:

    International legislation on EIA. Basic international documents in the area of EIA. NEPA act of the 1969. Directive 85/331 on EIA of the European Council. Directive 97/11 on EIA of the European Council, Operational Directive 4.01 of the World Bank.

Theme 3:

    Theoretical basis for EE and EIA comparison of the aims of EIA and EE, state and public environmental expertise, environmental audit. Principles of EIA and EE. Organizations and actors involved in the EIA and EE processes. Results of EIA and EE.

Theme 4:

    Procedural characteristics of EE and EIA. EEC Directives on EIA (85/337 and 97/11) and law "On Environmental Expertise in the Republic of Kazakhstan". Screening of projects. System of total State Environmental Expertise and total EIA. Scoping of impacts. Definition of Environmental Impact Statement (EIS). Content of EIS. Proposing of mitigation measures. Public participation. Decision-making. Role of State Environmental Expertise in the decision-making process. Monitoring of projects.

Theme 5.

    Institutional characteristics of EIA and EE. Organizations and actors involved in the EIA and EE processes. Developers of projects. Environmental consulting firms. Governmental agencies. Non-governmental organizations. Mass media. Competent authorities.

Theme 6.

    Public participation in the EIA and EE. Public Environmental Expertise. Provisions for Public Environmental Expertise, results, forms of execution. Public hearings. Provisions for public hearings, results, forms of execution.

Theme 7.

    Practical experience. Structure of State Environmental Expertise Departments (regional and central departments). Division of responsibilities. Case-studies. Theme 8. Prediction and assessment of impact on air environment. Key legislation. Inventory of sources of pollution. Restricted permissible emissions. Standards of air quality. Background concentration. Types of impacts. Incorporation of mitigation measures.

Theme 9.

    Prediction and assessment of impact on surface water environment. Key legislation. Inventory of sources of pollution. Restricted permissible discharge. Standards of water quality. Background concentration. Types of impacts. Incorporation of mitigation measures.

Theme 10.

    Prediction and assessment of impact on soils and groundwater environments. Key legislation. Sources of pollution. Groundwater and soils quality. Projects on waste placing. Types of impacts. Incorporation of mitigation measures.

Theme 11.

    Prediction and assessment of impact on biological environment. Key legislation. Red Data Books of Kazakhstan. Protected territories. National parks. Methods of ecosystems analysis. Types of impacts. Mitigation measures.

Theme 12.

    Prediction and assessment of impact on socioeconomic environment. Key legislation. Identification of socioeconomic impact. Potential health, traffic, educational impacts. Mitigation measures.

Theme 13.

    Prediction and assessment of impact on cultural, historical, archaeological environment. Key legislation. Types of impacts. Mitigation measures.

Theme 14.

    Conclusion
    Main restrictions of the existing systems. Necessary amendments in the legislation. Amendments in the practical approach.
