1.The goal and task of the discipline, its place in the training process.

1.1. The goal of the teaching of the discipline.

The strategy of social and economic development acceleration in the Republic of Tajikistan takes aim for harmonization of the interaction between social production and ecology. This course syllabus is earmarked for students of all economic specialties.

The goal of teaching Environmental Economics is to enable the students to research more well-grounded ways of nature usage, to introduce to them the definition of economic efficiency for the realization of safe-nature events, and to train them in evaluation of economic damage to the national economy caused by pollution of the environment.

Special attention must be given to the settlement of the following tasks:

  • the complex approach in the research of the problem in question;

  • establishment of interaction and interdependence of natural complexes;

  • the problem of rational usage of the natural resources and protection of the environment, in terms of ecological, social-economic consequences as a result of interaction between nature and society.

1.2. The task of the discipline.

All of the following are included within the task of study for this discipline:

  • the notion of nature usage and protection of the environment,

  • the influence of economics upon the field of environmental protection,

  • the role of natural resources in expanded reproduction,

  • scarcity of resources and deterioration of the quality of the environment,

  • interaction of society and nature in the process of production,

  • the study of social-ecological and economic processes in unison,

  • the main problems and tasks of the protection of nature, and rational nature usage,

  • classification of natural resources and their influence on the environment,

  • tenets and regularities of nature usage

1.3. Methodological recommendations for students.

At the classes based on lectures, the students will learn the complete course of the discipline. In accordance with university requirements, the amount of hours for lecture-based classes and practical lessons (seminars) must be established.

In the process of preparation for seminars, students are required to use lecture materials, and also to study the recommended literature. In addition to textbooks and manuals it is useful to read scientific articles about the problem in question, as well as relevant laws and normative acts of the Republic of Tajikistan.

In discussion of the issues all students of the group should actively take part so that the seminars attain the atmosphere of a discussion.

At seminars the following specific questions will be considered: evaluation of the economic efficiency of nature protection expenditures, economic estimation of natural resources, economic detriment, economic mechanisms of stimulation and management of nature usage.

Active participation in lecture-room classes is required (100% presence). All students are required to make scientific presentations to the class (reports, abstracts of books, etc.). Acceptance to a scientific conference at the level of a presenter may qualify for automatic pass of a test.
