USING IPA AND OTHER EU FUNDS TO ACCELERATE CONVERGENCE AND INTEGRATION IN THE WESTERN-BALKANS NEW!

On October 11, 2007, CENS held a workshop in cooperation with the University Association for Contemporary European Studies (UACES) and Open Society Institute-Brussels. The aim of the event was to examine the extent to which IPA can contribute to the convergence of the Western-Balkans by reviewing the experiences of beneficiary countries of pre-accession funds in the region and assessing the chances for its success. The event brought together fifteen experts that included both practitioners and researchers from nine different countries of the Western-Balkans and new EU member states.
The follow-up publication includes papers presented at the workshop.

EVER-EXPANDING UNION?

On February 23-24, 2007, CENS held a conference in cooperation with the Friedrich Ebert Stiftung, Budapest. Participants of the conference ‘Ever-Expanding Union?’ discussed the EU’s integration capacity, political and economic aspects of enlargement and neighborhood policy and analyzed the geopolitical circumstances rendered by the newest enlargement. The purpose of the conference was to examine the question of the limits of Europe, and to assess the need for re-evaluating enlargement as well as neighborhood policy.

BEYOND HOMOGENEITY

On February 9, 2006, CENS held its second conference, entitled ‘Beyond Homogeneity,’ discussing the limits of the homogeneous integration model. This booklet contains contributions from the participants including Commissioner Olli Rehn, Dr Erhard Busek, MEP Elmar Brok, and MEP György Schöpflin, among others.

The Black sea region and european neighbourhood policy

EU-Russia RELATIONS WITH SPECIAL EMPHASIS ON ECONOMIC COOPERATION

Libya presents both opportunities and risks as a partner to the EU. It possesses great oil reserves and could act as a buffer zone in securing the external border of the EU. However, its notorious human rights violations and disrespect for the rule of law make the participation of the country in the ENP difficult.

European Council Conclusions - An Assessment
After conclusion at dawn on June 23, 2007 of the negotiations about the mandate for the next Inter Governmental Conference (IGC) Europe hailed the success of the European Council (and German Chancellor Merkel in particular) which was able to overstep the standstill created after the rejection of the Constitution in France and Holland in 2005. Truth be told, the agreement on the mandate is indeed a great accomplishment given the ‘red lines' that some heads of government brought to the negotiating table and the slim chances of success that most believed just a few days before the European Council. Romania Before Accession
The European Commission's decision to delay the final recommendation on entry of Romania (and Bulgaria ) until fall 2006, was the best possible option under the given circumstances. Any other decision would have led to a decrease of Commission leverage, even if the EC had announced an entry date in 2008. At the same time, in reality, the possibility for delaying Romania 's accession by one year will not leave much room for the EU to exercise pressure...
