Prof. Balázs graduated at the "Karl Marx" University of Budapest (later: Budapest School of Economics, today Corvinus University). He received his PhD degree and later on habilitated at the same University. Parallel to his government and diplomatic career he has been doing research and teaching for more than three decades. He is a ScD of the Hungarian Academy of Science. He was nominated Professor of the Corvinus University of Budapest in 2000 and joined CEU as a full time Professor in 2005. He teaches regularly at various Hungarian and foreign universities, lecturing in Hungarian, English, French and German.

Prof. Balázs was State Secretary for Industry and Trade (1992-1993) and State Secretary for European Integration (2002-2003). He was Ambassador to Denmark, Germany and the EU in Brussels. He was also the Government Representative of Hungary in the European Convention. In 2004 he was nominated the first Hungarian Member of the European Commission responsible for regional policy.

Research activities of Prof. Balázs involve, first of all, the external relations of the EU. His book on the foreign policy of the EU (in Hungarian language) was approved by the European Commission as a "Jean Monnet Course". In his thesis at the Hungarian Academy of Sciences he was dealing with theoretical problems of integration, namely interrelations between the late modernization and European integration of the Eastern part of the continent. Recently, he has also been analyzing the problems of European governance including the future of the European Constitution. At CEU he is teaching Foreign Policy of the European Union (fall semester) and European Governance (winter semester). He has established and is directing the new Center for EU Enlargement Studies at the CEU.

Prof. Balázs has published several books, chapters in books and articles. He plays an active role in Hungarian and international scientific relations. Among others, he was elected Vice-President of the network of European Community Studies Association (ECSA World) and is a Jean Monnet Chair.

Dr. Balázs Péter 1941. december 5-én született Kecskeméten.
A budapesti Marx Károly Közgazdaságtudományi Egyetemen szerzett közgazdász diplomát 1963-ban. 1994-ben a közgazdaságtudomány kandidátusa, ezt követõen 2003-ban megkapta az MTA doktori címét. 2000-tõl egyetemi tanár a Budapesti Corvinus Egyetemen, 2005-tõl a Közép-Európai Egyetem (CEU) Nemzetközi Tanulmányok és Európai Tanulmányok tanszékének professzora és az EU-bõvítési Központ igazgatója.

Az Ipari és Kereskedelmi Minisztérium közigazgatási államtitkára (1992-1993), a Külügyminisztérium Integrációs és Külgazdasági Államtitkárságának vezetõje (2002-2003). Magyarország nagykövete Dániában (1994-1996), Németországban (1997-2000) és Brüsszelben az Európai Bizottságnál (2003-2004). Tagja volt az Európai Konventnek a magyar kormányzat képviselõjeként. 2004-ben az Európai Bizottság elsõ magyar tagja, a regionális politikáért felelõs biztos.

A Magyar Közgazdasági Társaság alelnöke, a Magyar Külpolitikai Társaság és az Európa Mozgalom Magyar Tanácsának egyik alapító tagja.

Számos tanulmány és cikk szerzõje; önálló publikációi: Az Európai Unió külkapcsolatai és Magyarország (1996); Európai integráció és modernizáció (2000); Az Európai Unió külpolitikája és a magyar-EU kapcsolatok fejlõdése (2002).
Kormányzati és diplomáciai karrierjével párhuzamosan több mint három évtizede kutat és tanít magyar és külföldi egyetemeken. Rendszeresen elõad nemzetközi konferenciákon magyarul, angolul, franciául és németül.
